Forms of control and payment of regular expenditures through the state treasury

Circular No. 17/2024/TT-BTC on guiding the control and payment of regular expenses through the State Treasury issued by the Minister of Finance, effective from May 1, 2024.

The State Treasury implements control and payment of regular expenditures from the state budget through the State Treasury in the following forms:

(1) Payment first, control later:

• Payment first, control later is a form of payment applied to each payment of contracts with multiple payments, except for the final payment. After receiving complete, valid and legal documents, the State Treasury processes the payment to the beneficiary within 1 working day; simultaneously, sends 1 debit note to the unit to confirm the payment has been made, sends 1 credit note to the unit (if the beneficiary has an account at the State Treasury).

• Within 1 working day from the payment date, the State Treasury conducts document control according to the prescribed regime.

• In case the control reveals that the expenditure does not comply with the prescribed regime, the State Treasury issues a written notice of control results (according to Form No. 01 attached to this Circular) to the budget-using unit; then proceeds to recover and deduct the payment value from the next immediate payment. If the next immediate payment does not have sufficient completed volume/estimate for deduction, it shall be implemented according to Clause 2, Article 4 of Circular No. 17/2024/TT-BTC.

(2) Control first, payment later: Control first, payment later is a form of payment applied to all expenditures, in which the State Treasury implements control and payment according to the time prescribed in Decree No. 11/2020/ND-CP after receiving complete legal and valid documents as prescribed.
