The content is addressed in Decree No. 29/2024/ND-CP on regulating standards for leadership and management positions in state administrative agencies, effective from May 1, 2024.

Accordingly, general standards applicable to leadership and management civil servant positions include:

• Regarding political ideology;

• Regarding ethics, lifestyle, sense of discipline;

• Regarding qualifications;

• Regarding capacity and prestige;

• Regarding health, age, work experience;

In addition, some special cases apply position standards when appointing:

• For appointments from external sources, it is not necessary to meet the standard of having experience in a directly subordinate leadership or management position at the agency, organization, or unit intended for appointment.

• For individuals holding positions specified in Point a, Clause 1, Article 2 of Decree No. 29/2024/ND-CP appointed to equivalent positions or concurrently holding other positions, it is not necessary to fully meet the standards of the equivalent or concurrent position.

• For those currently working in armed forces, public service units, state enterprises or other agencies and organizations in the political system appointed to leadership and management positions in state administrative agencies, they must meet the standards and conditions specified in this Decree but are not required to immediately meet the state management standards for the intended position. In these cases, standards must be completed within 12 months from the date of appointment.
